Continuous Improvements in Welfare Programs

It occured to me that more public funding, often ends

up "enabling" some people to not recover.  That is not

likely to be an optimum solution unless there is better

allocatin of priorities.  Also, better jobs are not likely for

a while. In fact, with current trends and leadership things

may get far worse, before they get better.

I know that housing is a large cost factor for low income

people.  That suggests to me we need the organizing of

"welfare people" for their mutual benefits of group housing

and group recovery support.
